Job Summary
The Commando Training Centre based near Exmouth in Devon has a vacancy for a Safety, Health, Environment and Fire (SHEF) Assistant. This position offers the successful candidate the opportunity to advise and guide personnel in the management of essential safety processes and to develop the existing environmental management system to meet the challenges of climate change and energy reduction. Working to the unit SHEF Officer, the job holder will manage safety related incident data, ensuring effective interpretation of the information to identify trends and initiate corrective responses, will be central to providing the advice needed to enable the management and rectification of safety related infrastructure defects and will advise on the implementation of enhancements to create a positive environmental management culture within the unit.
The SHEF assistant will be a pivotal member of the small SHEF team at the Commando Training Centre and will be a resourceful and flexible individual who is able to work on their own initiative to identify and develop ideas that contribute to improved safety arrangements, whether related to the training output or to the facilities and general infrastructure on site. They will be key to the ongoing development of a medium to long term environmental plan to ensure the centre meets all MOD and external expectations in what is likely to be a demanding and challenging period. Good inter-personal skills are essential for this position and there will be a requirement to produce written reports, attend meetings and to manage a diverse, but interesting workload.
This position is advertised at 37 hours per week.
Job Description

Working to the SHEF Officer, drawing on their knowledge and experience and that within the team, the successful applicant will provide advice and direction to CTCRM personnel to ensure that the unit meets their duty and obligation to provide a safe place, safe equipment, safe procedures and safe persons. The SHEF Assistant will also work to provide assurance to the Command on matters relating to safety.

Person specification
The incumbent will be the main focal point for all incident and near miss reporting. They will ensure that incident reports are submitted in a timely manner, vetting each report for system accuracy and liaising as necessary with the Navy Safety team in Portsmouth. They will also exploit the data to identify trends, prepare reports and presentations and to recommend where further investigative or corrective action may be required.
They will support and/ or represent the SHEFO at meetings and during assurance visits, including taking minutes, producing agendas and sending out meeting requests. They will also support the SHEFO by collating and submitting documentation, reports and data returns as and when required and by maintaining the safety related documentation on the CTCRM online filing system (SharePoint).
The SHEF assistant will maintain and develop the existing Environmental management system, taking a flexible approach to maximise environmental protection, develop procedures to combat climate change and to recommend actions to minimise energy usage.
To undertake training courses as required to meet the requirements of this appointment.

Full Cat B Driving Licence - required for visits offsite.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
