Project Services Manager

Location: Remote/Home Based

The role: Due to continued growth, we are looking to appoint a Project Services Manager, to act as our Major Projects Governance framework lead. Reporting to our Major Projects Programme Director, you will be responsible for developing, implementing, and maintaining OPA’s Major Projects Governance Framework (PGF) ensuring a standardised and compliant approach across all project teams, around project planning, reporting, risk management, quality management and the execution of projects.

With responsibility for a developing and maintaining the Major Projects Governance Framework across the Project Services Manager (PSM) and associated guidance, the role will focus on areas including risk and assurance, project controls, document controls, quality reporting and others as required.

The Project Services Manager will lead the coordination and interface with multiple project teams and provide support in implementation of the corporate guidance. Additionally, as specific initiatives are identified within the Projects function, the Project Services Manager may be tasked with leading or supporting implementation.

There is also a requirement of occasional travel to various UK based OPA Oil Fuel Depots, therefore a full (preferably clean) driving licence is essential.

Project Services Manager Responsibilities:

Be a key contributor to the improvement of project management systems, project management office leadership, procedures and workflows within Major Projects.
Lead the development of the Project Governance Framework and assist in the establishment of targets, measures, and monitoring, related to the holistic cycle of projects, from concept to operational handover.
Lead the development of policies, procedures, and management tools to help standardise and guide project teams on assurance planning and execution.
Assist project teams in coordinating project assurance activities and provide input on the sourcing of independent resources outside of the project team when required.
Maintain and drive continuous improvement of assurance processes, guidelines, and reference libraries.
Lead or support implementation of initiatives within projects function as required.
Manage other projects, duties and responsibilities as assigned, inclusive of Programme management, Risk, Quality, and communications.
Coordination of Stage-Gate deliverables in accordance with Project Governance Framework (PGF) or associated procedures, prior to each project phase gate.
Ensuring the preparations and management of the Design Quality Plan, identifying all verification activities.

The candidate: You will need to be Degree qualified (preferably chartered) in a relevant field (e.g. Business Administration, Project Management or Engineering), or extensive experience, in a Senior Project Management Office environment.

You will need to have extensive knowledge around all aspects of project design and governance (conceptual to operational handover) relating to large scale capital projects preferably within a COMAH regulated industry / operation. Project Management Professional (PMP) certificate is essential or similar with experience.

Able to demonstrate strong management/people relationship skills.
Understands the project lifecycle and has experience in managing multiple projects within programs con-currently ensuring each project aligns with the organisations goals and objectives.
Has a strategic mindset, strong leadership skills, and the ability to manage and inspire teams towards delivering the desired results.
Has the ability to reviews project plans, managing risks and issues, directing changes if necessary and taking corrective measurements ensuring coordination with all stakeholders.
Strong leadership skills and communication skills with the ability to build strong relationships with all stakeholders .
Strong analytical and problem – solving skills are essential, along with the ability to anticipate and mitigate risks.
Has the aptitude for identifying and assessing problematic project / programmes and developing effective and suitable solutions.
Ability to develop new ideas and solutions and have an awareness of current and emerging technologies.
Excellent organisational skills to manage multiple projects simultaneously.
